今年5月,河南省教育厅等四部门联合发文,宣布从2020年起,在继续实施农村小学全科教师培养计划的基础上,启动实施“农村学校”地方公费师范生培养计划,主要补充农村学校薄弱学科和紧缺学科师资,逐步完善农村学校教师补充体系(河南日报客户端曾刊发)。这一消息得到社会广泛关注。6月30日,省教育厅就2020年公费生招生政策进行具体说明。
河南省地方公费师范生实行定向招生,培养计划主要分三类实施:

身心健康,具有良好的身体素质和心理素质,同时要符合国家《普通高等学校招生体检工作指导意见》(教学〔2003〕3号)相关规定和《河南省教师资格申请人员体格检查标准(2017年修订)》,能够较好地适应农村学校和特殊学校的教育教学工作的需要。
报考方式:
报考河南省地方公费师范生的普通高中毕业生随全省普通高考报名、考试、填报志愿。根据各设岗县(市、区)培养计划,具有设岗县(市、区)户籍的普通高中毕业生可报考户籍地的河南省地方公费师范生。
录取方式:
(一)投档。“农村学校”、“小教全科”、“特殊教育”地方公费师范生本科层次安排在本科提前批次,小学教育(全科教师)专科层次安排在专科提前批次,根据考生成绩和高校面向设岗县(市、区)的招生计划,从高分到低分择优录取。
(二)预录取。考生被预录取后必须凭录取通知书在被录取高校签字盖章的定向就业意向书上签字。入学报到时凭录取通知书和定向就业意向书报到,若不签订定向就业意向书,或未按时报到,视为放弃当年普通高校招生录取资格。
(三)正式录取。培养高校根据预录取报到入学学生名单和学生签订的定向就业意向书,发放正式的定向培养就业三方协议书,学生在入学一个月内完成与设岗县(市、区)人民政府签订定向培养就业三方协议书,方可注册学籍,办理正式录取手续。
有关政策:
(一)河南省地方公费师范生入学后与县级人民政府(报考的设岗县、市、区)和培养高校签订正式的定向培养就业协议,承诺毕业后到农村学校、乡村教学点、特殊教育学校从事教育教学工作时间不少于6年。
(二)学生在校培养期间,“农村学校”地方公费师范生只免除学费;“小教全科”、“特殊教育”地方公费师范生免除学费、住宿费并给予一定的生活补助费。三类河南省地方公费师范生同时享受国家奖学金等全日制在校生享受的相关政策。
(三)学生毕业后按照定向培养就业协议的相关规定就业(不再参加招教考试)。

第一类:“小教全科”地方公费师范生
一、什么是“小教全科”公费生?其专业性质是什么?全科教师和普通小学教师在培养上有什么不同?
答:“小教全科”公费生在高考志愿填报目录里即小学教育(全科教师)专业(简称“全科教师”),指的是能够承担多门学科教学任务的小学教师。
全科教师是专门为农村教学点培养能够承担多门学科教学任务的教师(属于师范类)。相对于普通小学教师的培养而言,全科教师采取高校与优质小学联合培养的新机制,采用“通识基础课程、学科教育课程、教师专业课程和教育实践课程”有机结合的课程体系,着力培养学生能够贯彻素质教育、适应新课程改革、具有“一专多能”的全科教学能力,以适应农村教学点教学工作的需要。
二、2020年“小教全科”公费生的设岗县(市、区)有多少?
答:2020年有101个设岗县(市、区)定向培养本科层次“小教全科”公费生、有77个设岗县(市、区)定向培养专科层次“小教全科”公费生。各设岗县(市、区)的具体招生计划见附件2和附件3.具体政策考生可以咨询相关培养院校。
三、2020年“小教全科”公费生招生计划是多少?
答:本科层次全科教师招生计划是1900人,专科层次全科教师招生计划是1000人。
四、哪些高校承担“小教全科”公费生的培养任务?
答:2020年共有8所师范院校承担培养任务。承担本科层次培养任务的分别是:信阳师范学院、洛阳师范学院、周口师范学院、商丘师范学院、安阳师范学院、南阳师范学院、郑州师范学院;承担专科层次培养任务的是:焦作师范高等专科学校。
五、报考“小教全科”公费生在政策上有什么优惠?
答:被录取的“小教全科”公费生在学习期间实行“两免一补”政策(即:免学费、免住宿费,并给予一定的生活补助费)。同时,在校学习期间,享有同其他全日制在校生同样的政策。
六、报考“小教全科”公费生有哪些条件和要求?

十、应在设岗县工作几年?
答:根据定向培养就业协议,“小教全科”公费生毕业后到协议地服务不少于6年。
十一、毕业后是否可以参加招教考试?能否报考专升本和脱产全日制硕士研究生学习?
答:“小教全科”公费生取得毕业资格后,按照所签订的定向就业协议书到协议地就业,不再参加招教考试。协议地政府按照协议规定为全科教师办理入编、工资等相关手续。“小教全科”公费生在校学习期间和规定的服务期内原则上不能报考脱产学习,即专科不能参加专升本考试,本科不能报考脱产全日制硕士研究生,但可报考在职学习。
十二、被录取的“小教全科”公费生是否可以转专业?
答:被录取的“小教全科”公费生,入学后不得转专业,特殊情况参照《小学教育专业全科教师管理办法(试行)》执行。
十三、其他专业的高校优秀学生是否可以转入“小教全科”公费生专业?
答:可以。相关转入政策按照《小学教育专业全科教师管理办法(试行)》执行。对有志于从事农村教育的非公费师范生或非师范类学生,可通过个人申报、面试考核等,在培养院校招收的计划限额内按规定转为公费培养师范生,同时享受国家提供的各项优惠政策。
十四、如何管理?
答:为加强“小教全科”公费生在校期间的学习管理以及毕业后服务期的管理,河南省教育厅制订了《小学教育专业全科教师管理办法》,对“小教全科”公费生在校的学习以及毕业后就业、违约等方面做了全面规定。
十五、不能按时取得毕业资格怎么办?
答:“小教全科”公费生因生病、应征入伍等原因不能按时履行协议的,须提出中止协议申请,经培养院校同意,省级教育行政部门批准后,暂缓履约。待情况允许,经省级教育行政部门核实后可继续履行协议。“小教全科”公费生除特殊原因办理休学无法正常毕业等情形以外,未按规定时间取得相应学历、学位证书和教师资格证书者,按违约处理。
十六、因毕业资格问题不能如期履约怎么办?
答:“小教全科”公费生因特殊原因未能按照培养院校所规定的基本学制(本科四年、专科三年)获得学历证书,经本人申请、培养院校同意,教育行政部批准,可暂缓履约,继续在校完成学业,在培养院校规定的学习期内获得毕业资格后,到协议地履约任教。超出培养院校规定的基本学制的学习费用由公费师范生本人承担。延期学习仍未能取得毕业证,按违约规定处理。设岗县可解除定向就业协议,由培养院校追回所享受的公费师范生教育的所有费用并交纳50%违约金。
十七、不履行协议怎么处理?
答:“小教全科”公费生毕业后要严格履行协议,应按照协议规定到协议地从事教育工作,如果因个人原因没有履行协议规定或没有全部履行协议规定,视为违约。其处理办法:
(一)未按协议到设岗县从事教育教学工作的,须按协议规定向协议地退还已享受的公费教育费用,并缴纳50%违约金,超过缴纳时限,还须支付滞纳金,由设岗县教育行政部门负责办理解约手续,并报请当地人民政府备案;故意违约且拒不办理解约手续者将违约事实记入个人征信档案。
(二)未按协议完成规定服务年限的,根据协议规定须按不足服务年限折算,向协议地退还公费教育费用并缴纳50%违约金,由设岗县教育行政部门负责办理解约手续,并报请当地人民政府备案;故意违约且拒不办理解约手续者将违约事实记入个人征信档案。
十八、在服务期内有什么优惠政策?
答:一是按照有关规定,同等条件下,全科教师服务期内在评先、表彰、职称评聘、教师周转房安排等方面予以优先。二是享受《******办公厅国务院办公厅印发〈关于引导和鼓励高校毕业生面向基层就业的意见〉的通知》(中办发〔2005〕18号)和原人事部等部门《关于组织开展高校毕业生到农村基层从事支教、支农、支医和扶贫工作的通知》(国人部发〔2006〕16号)规定的各项优惠政策。三是在协议规定服务期内和期满后,符合条件者,支持报考在职教育硕士专业学位研究生。四是加大对公费师范生专业成长的支持。在培训、评先、表彰、职称评聘等方面予以支持。
十九、服务年限期满后,能否申请调动?
答:可以。“小教全科”公费生在农村学校或教学点工作满6年后,城市、县镇教师岗位空缺需补充人员时,同等条件下,优先安排服务期满、考核合格、工作优秀的“公费生”。同时,鼓励“公费生”服务期满后继续奉献乡村教育事业。
二十、生源所在地教育行政部门不履行协议怎么办?
答:“公费生”毕业后,生源地政府如不履行协议,属于生源地政府违约。其处理办法:由省教育厅会同有关部门通过行政督导解决;对拒不解决的,将追究生源地相关部门负责人责任,并责成生源地政府履行协议。
第二类:“特殊教育”地方公费师范生
一、什么是“特殊教育”公费生?
答:“特殊教育”公费生是指高等院校专门为设岗县(市、区)的盲人学校、聋人学校和培智学校等公费专业培养的从事特殊教育的师资。属于师范类。
二、“特殊教育”公费生的培养目标是什么?
答:“特殊教育”公费生旨在培养德、智、体、美、劳等全面发展、具备特殊教育理论及相关领域的理论知识与专业能力,具有健全人格、理想信念、社会责任感,能够适应未来职业和社会发展,能在特殊教育学校及相关机构从事教育教学、管理等方面工作的高素质应用型人才。
